Duty Safety Officer
Reports to: Director of School Operations
Job Summary
The Duty Safety Officer is responsible for planning, coordinating, implementing, and monitoring the school-wide duty and student supervision system to maintain a safe, orderly, and well-supervised school environment. The position requires a highly visible and active presence throughout the campus, ensuring appropriate duty coverage, monitoring staff compliance with assigned responsibilities, identifying supervision and safety concerns, and coordinating appropriate action when required.
Qualifications
- Required Qualifications: • Bachelor’s degree is required. • Fluency in spoken and written English, Kurdish, and Arabic is required. • First Aid/CPR certification preferred, or willingness to complete approved training. • Safety, emergency preparedness, safeguarding, or related training is an advantage. - Required Competencies and Personal Attributes : • Strong leadership presence and confidence in supervising and directing others. • A firm, fair, respectful, and consistent approach to enforcing expectations. • Excellent situational awareness and observation skills. • Strong organizational and scheduling abilities. • Sound judgment and the ability to respond calmly and decisively under pressure. • Strong communication and interpersonal skills. • Reliability, punctuality, integrity, and discretion. • A proactive and solution-oriented approach. • Ability to maintain accurate documentation and communicate concerns professionally. - Physical and Operational Requirements As this is an active campus-based position, the successful candidate must be able to perform the essential functions of the role, with reasonable accommodation where applicable. The position requires the ability to: • Remain physically active for significant portions of the school day. • Walk throughout the campus and navigate stairs, corridors, outdoor areas, and other school facilities. • Stand for extended periods during arrival, dismissal, breaks, events, and supervision periods. • Move promptly between areas when responding to safety or supervision concerns. • Maintain the situational awareness necessary to effectively monitor busy student environments. The position requires a highly visible, active, alert, and engaged presence throughout the school campus. - Authority and Escalation Within approved school procedures, the Duty Safety Officer may: • Direct staff to report to their assigned duty locations and address inadequate supervision practices. • Arrange temporary duty coverage when operationally necessary. • Direct student movement when required for immediate safety or orderly school operations. • Escalate safety, supervision, or repeated duty-compliance concerns to the Director of School Operations. Formal employee discipline, significant student disciplinary matters, safeguarding investigations, medical decisions, and major emergency decisions remain with the appropriately authorized school personnel. - Performance Expectations Performance will be evaluated based on: • Effectiveness and accuracy of the school-wide duty schedule. • Appropriate and consistent supervision coverage. • Staff compliance with assigned duties. • Timely identification and resolution of supervision and safety concerns. • Effectiveness of arrival, dismissal, and student-movement supervision. • Quality and accuracy of documentation and reporting. • Professional coordination and communication with staff. • Contribution to improving school-wide duty safety and supervision. - Accountability The Duty Safety Officer reports directly to the Director of School Operations. The position coordinates and monitors the school’s duty and supervision system but does not replace the individual duty-of-care, safeguarding, safety, or supervisory responsibilities of other school employees. Student safety remains a shared institutional responsibility
Responsibilities
A. Duty Scheduling and Coordination • Develop, prepare, distribute, and maintain the school-wide duty schedule. • Coordinate duty assignments with relevant academic and operational departments, taking staff timetables and supervision requirements into consideration. • Ensure appropriate coverage for arrival, dismissal, breaks, breakfast, lunch, transitions, corridors, staircases, entrances, exits, playgrounds, and other designated areas. • Identify supervision gaps and arrange replacement or additional coverage when necessary. • Update duty schedules when staffing, timetables, student numbers, or operational requirements change. • Maintain an accurate master duty schedule and related records. B. Daily Supervision and Staff Accountability • Conduct regular rounds throughout the campus to ensure assigned personnel are present, punctual, attentive, and actively supervising. • Ensure all duty personnel remain visible and actively circulate within their assigned areas. • Address unattended duty stations or inadequate supervision promptly. • Clearly communicate duty expectations and provide appropriate guidance to assigned staff. • Document and report repeated or serious non-compliance to the Director of School Operations. C. Arrival, Dismissal and Student Movement • Coordinate and monitor supervision during morning arrival, afternoon dismissal, breaks, breakfast, lunch, class transitions, assemblies, events, and other high-movement periods. • Ensure student movement throughout the campus is safe, orderly, and appropriately supervised. • Respond promptly to student accountability, supervision, or safety concerns. D. Safety and Risk Monitoring • Proactively identify unsafe conditions, supervision weaknesses, and areas requiring additional monitoring. • Take appropriate immediate action within the scope of the position and refer hazards or concerns to the responsible department. • Recommend practical improvements to supervision arrangements, student movement, duty deployment, and related safety procedures. • Support the implementation of approved school safety and operational procedures. E. Emergency Preparedness and Incident Response • Be familiar with the school’s emergency procedures, evacuation routes, assembly areas, and student accountability arrangements. • Support school leadership during emergencies, drills, evacuations, and other safety-related situations. • Assist in coordinating orderly student movement and supervision during emergencies. • Respond promptly to supervision-related incidents and immediately escalate serious matters to the appropriate school personnel. • Document significant incidents and identify necessary follow-up or procedural improvements. F. Documentation and Continuous Improvement • Maintain organized and accurate records relating to duty schedules, supervision concerns, incidents, and corrective actions. • Provide periodic duty and safety reports to the Director of School Operations as required. • Assist in developing and reviewing procedures related to duty, supervision, arrival, dismissal, and operational safety. • Regularly evaluate existing arrangements and recommend practical improvements where needed. G. Flexibility and Additional Duties • The Employee agrees to be flexible regarding working hours based on campus operational needs, including shifts, weekends, or holidays, in line with the applicable limits and overtime entitlements under Iraqi Labor Law No. 37 of 2015. • The Employee also agrees to perform additional tasks reasonably related to their role, as assigned by the School from time to time, beyond those specifically listed in this Terms of Reference.
Experience Requirements
• Previous experience in school operations, student supervision, safety, security, military/police service, sports leadership, or another relevant supervisory environment is preferred. • Experience coordinating personnel, schedules, or operational activities is strongly preferred.
